Commentary: China's AI chip certification becomes new market gatekeeper

China’s integration of AI chips into its national security certification framework is less about product validation and more a strategic redefinition of market access. This move compels GPU and NPU vendors to embed compliance logic at the architectural level, significantly raising localization costs for foreign players like NVIDIA while accelerating domestic substitution. Local firms such as SMIC and Cambricon gain a policy moat but risk slower iteration due to extended verification cycles. The U.S. may retaliate with reciprocal export controls on advanced EDA tools or IP cores, deepening the fragmentation of the global AI chip ecosystem. Over the next 12–24 months, Chinese AI server OEMs will prioritize certified domestic chips, creating a closed yet sovereign compute stack. Even superior foreign chips will be excluded from government and critical infrastructure projects—signaling that computational sovereignty has become the new frontline in tech geopolitics.
