The Lombardy-Piedmont-Liguria semiconductor alliance is a localized execution of the EU’s technological sovereignty agenda. It will catalyze regional capabilities in EDA, advanced packaging, and power semiconductors, forcing upstream suppliers to vertically integrate into high-purity silicon and photoresists while accelerating IP-core and pilot-line development. Although compliance costs rise short-term, supply chain resilience against U.S.-Japan-Netherlands export controls improves long-term. In response, the U.S. may tighten domestic content rules under its CHIPS Act, while Japan and South Korea could fast-track joint investments in wide-bandgap semiconductors. Over the next 18 months, ESRA members will compete fiercely for the EU’s 'Semiconductor Region of Excellence' designation—determining not just billions in subsidies but who sets Europe’s industrial policy narrative for the next decade.
